Shortage design
Minnesota Statute defines "teacher shortage area" to include "economic development regions where there is a shortage of licensed teachers who reflect the racial or ethnic diversity of students in the region." The Minnesota Statute on Alternative Teacher Preparation Providers and Programs was designed "to provide alternative pathways towards Minnesota teacher licensure outside of the traditional means, improve ethnic and cultural diversity in the classroom, and to close the achievement gap."
