About New York certification

The New York State Board of Regents is committed to ensuring that all students in New York are prepared for college and career success. To maximize student learning, growth, and achievement in the classroom, the New York State Education Department (NYSED) supports and reviews teacher preparation in order to continually improve the effectiveness of teacher candidates and teachers in the field.

New York State (NYS) has more than 80 institutions of higher education, some with multiple campuses, offering traditional teacher preparation programs. A small number of these institutions also offer alternative teacher preparation programs. All alternative teacher preparation programs in NYS are offered by institutions of higher education and lead to a master’s degree.

For this report, the Title II data and examination pass rates in NYS include the following exams:

• Content Specialty Test (CST)

• Educating All Students (EAS) Test

The Content Specialty Tests measure content knowledge in specific subject areas and are aligned with the NYS K-12 learning standards. The Educating All Students Test measures skills and competencies that address: diverse student populations, English language learners, students with disabilities and other special learning needs, teacher responsibilities, and school-home relationships. NYSED works with the Evaluations Systems group of Pearson on the Educating All Students Test and Content Specialty Tests.

In April 2022, the NYS Board of Regents voted to modify the teacher performance assessment requirement by eliminating the requirement of the edTPA for certification and, instead, requiring that New York State registered teacher preparation programs integrate a teacher performance assessment into the candidates’ student teaching, practicum, or similar clinical experience (e.g., residency, mentored in-service component). This assessment would be designed to promote the professional growth of candidates seeking their first Initial teaching certificate and thus serve as both a formative and summative assessment for candidates.
